(1)CSC简介CSC的全称是China Scholarship Council，即国家留学基金管理委员会。CSC奖学金分两种，一种是联合培养，一种是出国读博。我重点说下后一种。如果想申请CSC奖学金，就必须先拿到国外高校的免学费的offer，然后再来学校申请CSC奖学金。所以事实上CSC奖学金是由两部分组成的，国外高校提供学费(或免学费如德国等欧洲国家)，中国提供生活费(生活费按当地消费水平来定 )(2)CSC奖学金项目具体的项目可以在 查看，同时多关注天外天公派留学网站有一个所谓的合作院校或者叫合作项目。CSC规定也可以自己联系高校。反正只要你能拿到免学费的offer就行。是否是合作项目对需要学费的地方影响很大。比如你去英国，除了合作院校，一般没有学校会设立一个奖学金来解决国际学生的学费问题(英国差不多得15000磅)，那样你就很难申请到免学费的offer。但是如果去欧洲一些免学费的高校，比如德国，因为不需要交学费，只要对方导师愿意接收你就行。(3)12年语言要求12年开始，CSC出台了新的语言要求，雅思6.5，托福95.然后你要是想去小语种国家(除英语以外的都算小语种)，走之前还得参加所在国的语言培训。(CSC官方消息，CSC当时通知说对于12年的申请人，允许录取以后再培训)CSC关于语言要求的补充通知。。(4)CSC的限制CSC的限制是毕业后必须回国服务两年。所以对于那些想毕业以后就留在国外工作的可能不太现实了。但是如果毕业后不想留在国外的，申请CSC是非常好的选择，成功率会远远大于DIY。以上是一些背景介绍。下面我想讲讲12年的实际情况。1)12年竞争较前五年相比异常激烈2012年CSC总的资助人数是6000人，其中读学位的2500人，联合培养的3500人。按照小木虫上的小道消息，今年第一批申请读学位的有3700人，最后公布出来的名单，总的录取人数是5400+。按照其中有3500人是联合培养的来算的话，已经录取了约2000人的读学位的。也就是说第二批只有500人左右的名额。讲这些数据的意思是，今年的读学位的竞争非常的激烈。按照小木虫上的数据，第一批国内刷人比在30%，海外申请人刷人比在50%。而第二批竞争将更加激烈了。我认为今年竞争突然激烈的原因在于：(1)允许在国内工作的人申请(通过各地的教育厅)以及允许海外自费留学人员申请(通过使领馆教育处);(2)取消了往年985高校的人数配额。按照07年到11年的政策，天大是有50个读学位的名额的。但今年开始CSC取消了。对于天大而言其实不是好事，天大往年读学位的名额基本没有用完过。而对于一些出国大户的学校，就非常的好，因为他们不需要在学校初审的时候在校内就刷掉好多申请人。第二点原因，我认识是今年申请人数井喷的最主要原因。2)合作项目失去优势，美国和德国刷人比较高我第一批申请的是德国柏林自由大学，是CSC的合作项目。但是很悲剧的被刷了。按照往年的情况，合作项目是很少刷人的。但是据说从今年公布的结果来看，合作项目没有任何优势，刷人比例非常的大。另外一点是，据说今年美国和德国的刷人比例特别大。往年，德国最多的一年公派读博的达到了800人(总共也才2500人哪)。3)语言证明貌似还能用，小语种培训还是没有定论当时CSC出来关于语言的补充通知的时候，出现了各种解读，最大的关注点就是导师提供语言证明是否能用的问题。第一批申请结果公布以后，小木虫上有人说有没有考过雅思托福而最后被录取的。而关于去非英语国家留学，派出前是否要参加培训的问题，貌似到目前为止还是没有定论。不过，好像各大培训机构都已经报满了。今年的语言培训室7月9日到8月25日。4)允许第一批被刷的申请人继续申请第二批，而且允许拿同一个offer继续申请，但是经电话咨询CSC，他们建议慎重考虑。按照往年，非特殊原因(比如材料不合格)，第一批被刷的申请人是不允许申请第二批的。(但是事实上，在第一批结果出来后与第二批申请截止时间之间也就20来天的时间，要拿到一个新的offer还是很难的，所以我只好拿同一个offer去碰运气了)对后来者的建议：(1)研究计划很重要。我个人认为我第一批被刷的原因应该是研究计划写的不是特别的好。另外一点我想强调的是，研究计划中一定要突出你能完成课题的可能性，尽量把博士要做的课题往你已具有的能力上靠(主要是针对跨专业或者跨方向申请人而言)，让评审专家认为你有完成这个课题的能力。我本硕都是自动化，申请分布式嵌入式系统相关的课题，在柏林自由大学属于计算机学院，硕士期间做的课题和博士要做的没有特别大的关联，也许这也是我被刷的另一点原因。(2)申请的时候尽量申请教授，尽量不要申请华人导师(CSC不鼓励申请华人导师，尤其是组里有很多中国学生的华人导师)。(3)语言能考的话还是考一个，托福还是雅思就视你要去的国家而定了。(4)最好能在研二申请成功。天大大多数学院是两年半学制，在1月份毕业。CSC的留学资格允许保留到第二年的3月份。所以如果能在研二就申请成功的话，研三一毕业就能去读博士。当然了，这里有一个问题，就是对方学校是否允许随时入学，据我所知，德国是可以的。而且咱们学校这次就有研二的申请成功的。(5)关于小语种。据我了解，去德国留学的话，英语是足够的，但是如果为了生活上舒服的话，还是强烈建议学德语的，毕竟你要在那待三到四年。其他小语种国家没怎么关注过。但是据说德国是欧洲国家中除英国外英语讲的最好的国家。(6)不要以为CSC申请是很简单的事情。也许是因为我算是跨方向申请，也许是因为我套磁不给力，我在联系很多教授的时候，告诉他们我要申请CSC奖学金，他们可以不用给我提供任何funding，但是还是很少有教授给我回信。而即便拿到了对方的offer以后，在国内的竞争又很激烈。所以CSC奖学金其实也没有那么好拿。当然了，和申请国外的全奖相比，CSC奖学金估计还是稍微好拿一点的。(7)CSC奖学金出来的结果非常的晚。今年是3月20日截止第一批申请，5月10日公布第一批结果。5月30日截止第二批申请，结果何时公布暂未知。
