后者比前者多了一个be动词，加be动词的not构成了否定形式
1.从字面上看，isn't 是“is not”的缩写，包含了not.
2.（1）从使用上看，not 虽然表示否定，但是使用时必须与其他动词搭配（如：be动词am, is, are，情态动词can, should, must等。）；（2）然而，isn't可以直接用于句子中，不需要与其他词语搭配使用。

用not造句：He is not here.
用isn't: He isn't here.
