2009年度中央电视台 “希望之星”英语风采大赛（以下简称大赛），是由中央电视台等单位共同主办的，以培养兴趣、增强信心、展示风采、树立榜样为目的，旨在选拔全国各行业、各阶层英语爱好者中的佼佼者，为我国的经济、文化建设创造良好的语言环境。大赛定于2008年11月至2009年6月在全国举行，欢迎广大英语爱好者报名参赛。一、 组织机构主办单位：中国中央电视台合作单位：世界自然基金会（WWF）中国国际人才开发中心中视传媒股份有限公司广告代理：上海中视国际广告有限公司协办单位：全国基础外语教育研究培训中心各赛区承办单位，全国总决赛赞助单位技术支持：外语教学与研究出版社国泰航空EF教育新东方教育集团ETS中国考试办公室中国人民大学出版社智联招聘宣传协作：中央电视台、央视国际网络、部分赛区新闻媒体二、 大赛主题：自然、和谐、希望三、 大赛宗旨1、培养兴趣、增强信心、展示风采、树立榜样；2、成长比成绩更重要，体验比名次更珍贵； 四、 报名及参赛办法1、凡喜爱英语的中国公民均可报名参加大赛。2、大赛分为小学组、初中组、高中组、大学组、职业组（以往的大学成人组分为大学组和职业组）五个组别。分为地市级初赛、复赛、决赛、省半决赛、决赛，全国预选赛和全国总决赛七个阶段。 3、赛区选拔赛阶段，全国以省、直辖市、自治区为单位设立赛区，各赛区组织机构负责组织实施本赛区报名选手的选拔和比赛组织工作。全国组委会监督测评。各组前五名晋级全国预选赛。4、全国预选赛和全国总决赛，由全国组委会负责组织实施。中央电视台对全国总决赛阶段的比赛全程录像并制作节目播出。5、参加职业组比赛的选手由全国组委会联系相关行业协会或主管部门单独选拔参加全国总决赛；其中教师组的比赛由外语教学与研究出版社和全国基础外语教育研究培训中心负责组织（职业组和教师组有选手报名后把信息集中反馈到省组委会，由人数决定是否省组委会直接安排比赛）6、已设立赛区的各地选手持身份证或户口本、学生证或工作证、一寸正面免冠近照2张、报名费，到本赛区公布的组织机构办理报名手续；严格按照本人学习或工作所在地报名，严禁跨区域报名。7、未设赛区地区的选手将由全国组委会统一组织参加网络赛区选拔，晋级选手可就近自愿选择到有赛区的地区参赛，如有选手在就近报名赛区决赛中进入前五名，可获得额外晋级名额，不占用该赛区自有名额。8、参赛选手必须按照自己实际学籍状况报名参加本组别的比赛，严禁学龄前（无学籍）儿童报名，严禁跨组别报名。9、进入到复赛环节的选手，必须持参赛卡在规定时间内，登录央视国际网络（）注册个人信息，获得确认后方可参加后续比赛，未及时按要求注册的选手，后续参赛资格和比赛成绩无效。10、 为了让更多的选手有机会参赛，已经进入过往届全国总决赛阶段决赛部分的选手，不得再次报名参加同组别的比赛。五、 比赛安排1、宣传报名：2008年11月至2009年2月；省范围内宣传大赛，各赛区在本地宣传，发动报名。2、赛前培训：2009年1月至2009年2月；由各赛区统一开展，选手自愿参加。3、初赛：2009年3月21日、22日；由各赛区分别组织。、复赛：2009年4月11日、12日；5、决赛：2009年4月25日、26日；6、省半决赛、决赛2009年5月7日-10日。六、 奖项设置1、赛区选拔赛阶段，由赛区组织单位为获奖选手颁发奖品、证书。2、半决赛赛和决赛阶段，每组设置冠军一名，二等奖2名，三等奖3名，优胜奖、希望奖若干；设最佳语音语调奖、最具学识奖、机智灵活奖等单项奖。3、根据国家广播电视总局下发的《广电总局关于进一步加强广播电视播出机构参与、主办或播出全国性或跨省（区、市）赛事等活动管理的通知》（2006年3月13日）中第4条的规定：“各级广播电视播出机构参与、主办或播出的全国性或跨省（区、市）赛事活动一律不设奖金奖品。”本届大赛全国总决赛阶段，各奖项一律不设奖金和任何形式的奖品；只为获奖选手颁发奖杯、证书及纪念品。4、全国总决赛阶段，根据各赛区代表队成绩，评出团体总分前8名；根据各赛区组织情况，评出最佳组织奖若干；授予获奖证书、奖牌。5、大赛组委会将为进入到全国总决赛的选手指导老师颁发荣誉证书，以资鼓励。6、大赛结束后，全国组委会将组织优秀选手参加夏令营活动，详细资料请咨询省赛区组织单位，或关注全国组委会相关信息。七、 比赛费用1、大赛免收报名费。2、进入各赛区初赛环节的选手每人需交纳 五十元 的初赛费。3、进入各赛区复赛环节的选手每人需交纳 六十元 的复赛费，同时获得由赛区组织机构向选手赠送的大赛指定参考资料《指向2009》一套和参赛注册卡一张。4、进入复赛以后环节的选手，不再交纳参赛费，可能产生的交通或食宿费用自理。5、全国组委会与外语教学与研究出版社共同编写了《中央电视台希望之星英语风采大赛培训教程》，供各赛区开展赛前培训使用；大赛各阶段比赛的选拔方式和赛题形式以《培训教程》为准，由各赛区组织机构负责具体解释说明和赛前培训工作，选手自愿报名参加。6、各级赛区可以为报名选手提供与大赛有关的，收费合理的，服务到位的各种必要的有偿服务，由选手自愿参加。八、 变动的地方1、大赛主题为自然、和谐、希望。2、收费结构为：报名费免收，初赛费50元，复赛费60元。3、增加了复赛选手网络注册的环节，未按时注册的选手后面的成绩不予承认。4、增设职业组比赛，原有的大学成人组改为大学组，不再包括参加工作的选手。5、取消片区比赛，全国预选赛在北京集中举行。6、扩大各赛区晋级全国预选赛人数，每组5名（暨各省赛区每组前5名选手晋级北京参加全国预选赛）。7、丰富了全国预选赛的活动内容。8、增加了中韩青少年英语对抗赛（拟定于2009年7月中下旬在韩国举行，由全国组委会与韩国EBS电视台共同组织，全国总决赛各组前3名参加。选手集中住宿，按照统一要求参加比赛和活动，相关食宿费用由全国组委会承担。比赛形式待定。各组将评出金奖1名，银奖2名，铜奖3名，以及各项单项奖，由中韩两国组织单位联合颁发获奖证书。比赛全程将由中韩两国电视台录制并在2009年9-10月间播出）。“希望之星”英语风采大赛全国组委会对本届大赛的所有活动安排有最终解释权。

I LOVE ENGLISH Dear teacher and classmates: I am very glad to make a speech here in this class again! This time, I\'d like to talk something about English. I love English. English language is now used everywhere in the world. It has become the most common language on Internet and for international trade. Learning English makes me confident and brings me great pleasure. When I was seven, my mother sent me to an English school. At there, I played games and sang English songs with other children . Then I discovered the beauty of the language, and began my colorful dream in the English world. Everyday, I read English following the tapes. Sometimes, I watch English cartoons. On the weekend, I often go to the English corner. By talking with different people there, I have made more and more friends as well as improved my oral English. My sweet homeHello! Everyone! I’m very pleased to be here. The topic of my speech is“My sweet home.”With a cry of joy, I was born and came to the world. My parents looked at me again and again, so lovingly.A year later, I began learning to walk. When I fell, it was mother and father who picked me up.
