本人理解是：keeping 70% capacity 是说机器保持着70%的“生产量”或“负荷”，即这个机器目前还没有完全“吃饱”，它的能力(capacity)还没有完全发挥出来。而lost productivity 是说已丧失了或失去了某种产生效果的能力(生产力)。在汉语里都翻译成生产力似乎也说得过去，但是对于前者还是有点欠贴切。管见而已……

这个我觉得要从英文单词字面意思去解决。这也是一种用中文方式翻译成英文的一种弊端 Production = the amount of resource you produce in your fields per hourCapacity = the point in which you will stop producing that resource in your field aka: “stalled production”.
