公共管理（英文：Public Management）的主体一般为政府，或为广义解释之人民统治机器。而公共管理定义则为将新思路、新理念和新技术运用实践于公共领域上，简言之，也就是政府于施政中，将科学管理理念、功能、组织、手段运用于公共事务。
公共管理是指以采用商业管理的理论、方法和技术，引入市场竞争机制，提出以提高公共管理水平及公共服务质量为特征的“管理主义”纲领的管理模式。

背景
公共管理基于管理主义之立场，认为提升公共行政之绩效，必须仰赖管理技术之精进。
公共管理支持者批评官僚体制之传统思维已老朽不堪，且令人民丧失对政府的信赖；政府庞大的财政赤字，迫使公共行政成为无能与浪费之代名词。
基于公部门绩效提升之企图，自1990年代初期开始，公共管理开始在美国受到重视，并掀起一股风潮。全美各地地方政府纷纷采取挽救政府财政与减轻增税压力之措施，这个由地方发动之改革运动又称为“政府再造”，随后在美国总统克林顿主政时，将此一理念引入联邦政府。
20世纪末叶，一些英语系国家，如英国、加拿大、澳洲、新西兰、新加坡等，将公共管理视为一股极为重要之行政改革风潮。
