committee和commission都可以表示委员会，但在定义上是不同的。committee：a group of people are appointed for a specific fuction by a larger group and typically consisting of members of that group.委员会：由机构指定执行具体职能的组织，成员往往是本机构人员。commission：a group of people entrusted by a goverment or other official body with authority to do something.委员会：由政府或官方授权成立的机构，执行政府工作或职能。所以，committee和commission主要区别在于官方和非官方；比如，公司纪律委员会：the disciplinary committee ，用committee；而欧盟委员会主席 The European Commission President，一般要用Commission以表示官方身份。
council 实为代表大会或理事会，经选举而产生的，如某个地方的city council， council of Europe。commission 由某一机构指定的人完成指定的任务， 如project commission, building commission。committee 是一个更加 deliberative assembly, 有投票，研究，政务管理等功能，如Standing Committee of the National People's Congress全国人民代表大会常务委员会。
