declare和announce的区别在于：

declare宣布的内容可以是首次公开，也可以是已经为人所知的；announce宣布的内容是首次公开的。

1、declare的基本意思是明确地、清楚地、正式地“宣布，宣告”，多用于官方场合。引申可指“宣称”“断言”“申报”等。其宣布的内容不一定是不为人知的。

2、announce的基本意思是“宣布，宣告，发表”，指以语言或文字首次公开地、正式地使人知道。例如宣布法律是用announce。引申义一是“通报某人到达”，大声喊出其名字；二是“主持，介绍”。announce还可指不通过文字或语言的“预示”。
