从谋篇布局来说，倡议书写格式和一般书信大致相同，一般由称呼、正文、结尾、落款四部分组成，有些倡议书还根据需要加是了适当的标题。

从写作内容上来说，一般倡议书中应该包括倡议原因、目的、具体内容和要求等。该写作内容包括 建议。

从写作手法上来说，倡议书的措辞要贴切，情感要真挚，语言要富于号召性，可多用should，ought  to，may，can等表示建议的情态动词倡议书的篇幅不宜过长，开头要简单明了，吸引同学们的注意，结尾最好加上简洁有力的呼吁。

倡议书写作规范

写称呼的目的是为了明确倡议的对象，一般要依据倡议的对象而选用适当的称呼，如:“Dear friends”，“Dearschoolmates”，“Dear editor”，“Dear students”等。引出倡议目的常用in order to引出的不定式短语或用with / for the purpose of引导的介词短语。

列举倡议内容其实就是提建议，因此，可用be supposed to (应该)， it is suggested that... (建议)， it would be better if... (如果......，那就更好了)等。倡议的内容通常都不只一个，因此可用in addition， besides，additionally， whats more， furthermore， moreover来列举这些内容。

提出呼吁可用It is (high) time that...句型，该句型中that从句的谓语动词要用过去式或用should加动词原形，should不可省略。也可用 in a word 引出呼吁的内容。
