Firemen have extinguished a blaze caused by a serious gas leak Friday in Shenyang.
No casualties were reported, but the fire cut power supplies to more than 2,000 households in the region, the local government said.
The accident took place at around 8:00 a.m. on Nanwuma Road, a major traffic artery close to Dongbei University, one of the most renowned schools in the capital of northeast China's Liaoning Province.
An underground gas pipeline was accidentally broken during road works and caught fire, said Tong Yongxue, a publicity official with the municipal government.
Tong said the construction pany would be held accountable for the accident because it had started digging before identifying the location of underground pipelines.
Flames soared more than 10 meters and destroyed high tension wires before the fire was put out at around 10:30. But the accident caused a blackout in the region and closing down restaurants, stores and banks.
"Power supplies will hopefully resume in six to seven hours," said Tong.
The accident also affected gas supplies to around 2,000 households.
It also caused traffic congestions in the city center.

1. Get out fast! When you hear the loud beep of the *** oke alarm, get out of the house. Never hide or take time to grab your belongings or pets.
2. Follow your escape plan. After all, you've been practicing!
3. Feel a door before you open it. If it is hot, there may be fire on the other side. Try to get out another way.
4. Stay low to the floor. Since *** oke rises, the safest air for breathing is down low.
5. Call 9-1-1 or the fire department. Be sure to do this after you get out of the house. Remember: Only call 9-1-1 if there is a real emergency.
6. Stay out! Once you're out, stay out. Don't go back for anything!

Stop, Drop, and Roll. If your clothing catches fire, remember to stop where you are and drop to the ground. Cover your face and mouth with your hands, and roll over and over until the flames are out.

To make matters worse, the country’s oil industry, its fiscal cash-cow for the past three decades, is declining swiftly (see chart). As recently as 2004 Cantarell, the country’s main offshore field, produced 2.1m barrels per day (b/d) of crude. Now its output is just 600,000 b/d. There are no obvious replacements: 23 of the 32 biggest fields are in decline. Even if Mexico allowed private companies to explore for oil, they would have to invest $10 billion a year to halt the decline in output, reckons David Shields, who edits a specialist magazine on Mexican oil. Under today’s law, in which private firms can only act as service providers for Pemex, that investment would be much higher, he says. Felipe Calderón, the president, has tried to address the problem. A law approved last year is supposed to make Pemex more agile, by appointing independent directors and separating its contracts from government-procurement procedures. But to gain the opposition’s votes in Congress he dropped a key proposal that would have allowed contract prices to vary according to the success or failure of exploration. Pemex will be able to pay extra in some circumstances, but is explicitly barred from linking these incentives to production.To implement this vaguely worded legislation, Mr Calderón last month appointed Juan José Suárez Coppel to head Pemex. He was once its finance director, and has private-sector experience. His job will be to pilot the negotiations with private oil-service firms. The government has not yet published guidelines for these contracts, and no deals are expected until next year. Much could be done even without changing the constitution, by linking the value of service contracts to production and slimming Pemex, where the payroll of 143,000 is at least 30,000 too big.
