三年级画英语手抄报步骤如下：

准备材料：A4纸，水彩笔。

操作步骤：

1、首先我们要在手抄报内添加太阳、彩虹、叶子以及英文字母的图案，然后沿着手抄报的边缘画上一个波浪形的边框。

2、在波浪形边框内左下角空白的地方画上一个圆形的文字框，然后写下英文版的我爱英语字样。

3、在我爱英语字样上方、下方空白的地方分别画上一个方形、波浪形的文字框，然后往手抄报内添加树苗、星星等装饰图案。

4、用蓝色、绿色、黄色、红色、粉色、橙色等不同的颜色，给手抄报内的彩虹、树叶、圆形文字框，波浪形文字框以及标题和英文字母图案上色。

5、用橙色、黄色、红色、蓝色分别给手抄报内的方形文字框、太阳、星星和云朵添加颜色，这里同学们也可以根据自己的喜好随意更改给方形文字框使用的颜色。

6、在三个不同形状的文字框内用尺子画上间距相等的横线或竖线，这样一幅好看的英语手抄报就画完了。
