certify英语怎么说

中文跟英文表达不一样，英文里面没有特发此证这一说。

一般的是以"This is to certify that ..."，"I hereby certify that ..."开头的表示的。

汉语里面才说特发此证，而且是在最后说。英语习惯是在最开始说“Here is to certify...”。
