In Gotham City, the Joker robs a mob-owned bank with hisaccomplices, whom he tricks into killing each other. Batman andGordon contemplate including new district attorney Harvey Dent intheir plan to eradicate the mob, as he could be the public heroBatman cannot be. However, Batman wonders if Dent can be trusted.Bruce runs into Rachel and Dent, who are dating, and after talkingto Dent he realizes he is sincere and decides to host a fundraiserfor him.Underworld gangsters meet to discuss both Batman and Dent. Lau, aChinese mafia accountant, informs them that he has hidden theirmoney and fled to Hong Kong in an attempt to preempt Gordon's planto seize the mobsters' funds. The Joker arrives unexpectedly,offering to kill Batman in return for half of the mob's money, anoffer the mobsters refuse. In Hong Kong, Batman captures Lau anddelivers him to the Gotham City police, where Lau agrees to testifyagainst the mob. In retaliation, the mobsters hire the Joker to killBatman and Lau. The Joker issues an ultimatum to Gotham, statingthat if Batman does not reveal his identity to the public, peoplewill die each day. Dent announces at a press conference that hehimself is Batman and is arrested as part of a plan to draw theJoker out of hiding.
